The project embraces the responsibility of creating a new centrality within the City of Buenos Aires by proposing a building with a strong contemporary language and a clearly institutional character, while understanding the morphology of the site through its materialization as a built mass shaped by the existing landscape, the urban space, and natural light. It is a way of building a greater Buenos Aires, generating a continuous skin along Amancio Alcorta Avenue and the edges facing the Borda Hospital.

Within this skin, materialized through concrete sunbreakers, the two buildings are arranged—one to the north and the other to the south—articulated by a central plaza, a true civic square characterized by the existing ombú trees. From this space, accessed by a staircase of strong urban character, the entrances to both buildings are provided.
The lobbies of both buildings, conceived as spaces of circulation and movement for large flows of people, continue the urban spirit of the central plaza. Multiple levels, escalators, and vertical circulation cores recreate and reinforce the proposed spatial experience.
Public access is resolved from the central plaza, as is the employees’ entrance to the government headquarters. Daily movement throughout the day is concentrated at the level of the civic plaza.
The work areas are conceived as spaces of great flexibility, optimal natural lighting, and a diverse interior landscape. The proposal includes interior courtyards with vegetation, façade courtyards with terraces for smoking, lounge areas, as well as views toward the central plaza from the cafeterias.
Sustainability is embedded in the very genesis of the proposal, defining a building with a minimal perimeter and solar control: concrete sunbreakers run continuously along the façade, following a geometry that responds to orientation.
